Truly I have no idea... I do know, working in the pharmaceutical business that pseudoephedrine, found in Advil Cold & Sinus, for example, has become a behind-the-counter, Over The Counter. It has to be signed out and is hard to replenish in stock. Because of it's potentially dangerous misuse.
Whatever your reason, you should ask a vet.
