Most brushes have this happen when they have been stored against something that pushed the bristles weird.. in turn, letting the brush sit for a few days with out anything touching it usually does the trick. sometimes you need to get the brush wet.
Good luck!

just like human hair brushes, horses brushes need to be replaced every couple of years too, depending on how well hey last. When they have lots of bristles pointing out sideways, its a good indication that it needs replacing. but hey, you can pick up a new soft brush for about $3 so cost isnt much of a problem.
however, if you want to make your brushes last longer, every month or two, wash your brush in a bucket of WARM (not too hot) water with a cup of white vinegar. this will help remove any of the horse dirt and sweat and keep the brush in good nic!

You can try washing the brush and then blocking it like one does for a fine paintbrush. Use brush soap and do not rinse it out. Using your hands push the bristles in place while it's still damp and then take a piece paper and wrap it around and tape it like a collar. Allow the brush to dry like this.
Or your brush may be beyond hope and you have to just cutoff the bristles.

You have to cut them off. Putting a hairband over the bristles will keep them in place to stop the rest pointing outwards.
